I've had two experiences with HOAs. The first was at my first home in a planned development. The second was in a 13-story condo building. The experiences varied wildly. At my home, the HOA was very hands-off, primarily keeping up the outer landscaping and signage. They would patrol, but most of the homeowners kept up the area well and we were basically unaware of them(until the bill was due!). At the condo building, they are always putting up notes and milling around the lobby watching everyone. You feel like they're there to keep a steady stream of tenants moving through rather than help. It pays to get to know who you're working with.
